The thesis provides scientific and theoretical foundation of framework of local government as a prerequisite for European integration of Ukraine. Legal standards in the field of construction of optimum system of local government that states of the EU (Visegrad in particular) use in the practice are systematized. The process of constitution in the system of competences’ delimitation between the institutions of local government and public authorities in a country is analyzed. It is proved that the electoral system is an important factor in the democratization of local government. The influence of civil society on the effectiveness of local governments in the states of the Visegrad Group and Ukraine is considered. Political and institutional foundations of local government in Ukraine are studied. Comprehensive political analysis of the subsidiarity principle as the local government modernization of Ukraine is done. On the basis of political analysis conducted by the local government in the states of the Visegrad Group system performance criteria to implement the principle of subsidiarity is proposed.
