Management of the processes of intellectual capitalization of Ukrainian economy

Annotation

Thesis is dedicated to the research of theoretical and methodical principles of
management of the processes of intellectual capitalization of the economy of
Ukraine. It is proposed in the dissertation, the author’s interpretation of the concept of
“intellectual capitalization” as a process of creation of added value in all spheres and
at all levels of the national economy over a certain period of time with the use of
various components of intellectual capital, among which the most important are
human, organizational, social and information capital.
A scientific view on the intellectual capitalization of the economy as an open
economic system that can and should be managed by using the methods and
principles of public administration and management tools in the conditions of the
intellectual economy is presented. It is grounded that in today’s economic conditions,
it is necessary and appropriate to manage the process of intellectual capitalization by
developing and strengthening the basis of the economy of knowledge.
The emphasis is put on the analysis of the processes of intellectual
capitalization of the economy of Ukraine. It is proved that adequate administrative,
financial and informational support has a significant impact on the growth and
competitiveness of the economy. For the analysis of intellectual capital, qualitative
and quantitative indicators, modern economic-statistical methods and methods of mathematical
modeling are used they create the proper information base when forming the appropriate state
policy for managing the intellectual capitalization of the Ukrainian economy.
The theory of neural networks is used for studying the territorial differentiation
of intellectual capital development. As a result of this analysis, the clusterization of
the regions of Ukraine by estimating the components of the intellectual capital
(human, organizational, social and informational) was obtained by dividing all
regions into three clusters: high, medium and low level of intellectual capital
development using the mathematical model on basis of Kohonen self-organizing
maps in the analytic platform Deductor. This, made it possible to compare the regions
according to the level of development of their intellectual capital in terms of its
components and to propose measures to improve the management of intellectual
capitalization processes differentiated for each individual cluster.
The analysis of macroeconomic indicators for 2012-2016 has been carried out,
which showed negative changes between the indicators of nominal and real GDP,
which showed the inflationary processes in the country, which arose in connection
with the growth of prices for goods and services, reduction of volumes of production,
which affected the decline in purchasing power of the population. The study of GDP
dynamics by the production method by types of economic activity is actualizing the
development of highly intellectualized types of economic activity and the
introduction of modern technological processes.
On the basis of the conducted analysis, recommendations for improving the
management processes of intellectual capitalization of the Ukrainian economy are
presented. The concept of its development was developed and a conceptual scenario
was proposed, on this basis an organizational and economic model of regulation of
the management processes of intellectual capitalization was constructed. The
investment-innovation leverage of stabilizing the management of intellectual
capitalization of the economy of Ukraine and the proposals for attracting investments
are assessed. World experience in managing intellectual capital of people with
disabilities is generalized, and the prospects for its adaptation in Ukraine is
considered.
