Information on the thesis

The conceptual model of the public goods reproduction in the economic system of
Ukraine under conditions of the sustainable development strategy realization taking into
account the system-synergetic paradigm, where the ways of achieving congruence
between the social choice institute, the following public goods reproduction and the 40
national economic system, based on determining the general threats, approaches to the
main directions of their elimination/minimization evaluation and identification has been
developed in the thesis. The contribution of the Ukrainian scientists-economists of the end
of the ХVIIth – the beginning of the XXth centuries concerning the social needs
classification, the revealing of the main features of the public goods and the special nature
of their value, the development of approaches to the providing/granting of such goods, the
distinction of non-economic factors of social interaction into the formation of the public
goods reproduction theory was identified. The peculiarities of the formation of the
economic ontology research of the public goods reproduction are defined and the extended
economic-ontological model of their reproduction in the economic system is developed.
The system of scientific views concerning the genesis and evolution of the public
goods reproduction theory in the world economic science in the part of the
providing/granting continuity knowledge at every stage of its formation has been
improved. The theoretical and methodological principles of the public goods reproduction
research in the part of the content revealing process theoretical-gnoseological vectors
separation, the basis of which is a set of scientifically grounded classification criteria and
the such goods typology, were determined. The scientific interpretation of the public
goods economic essence, their reproduction nature, the “mechanism of public goods
reproduction” category was deepened. The public goods reproduction theory in the part of
distinguishing the usage criteria for using the state-private partnership institute in
providing/granting such goods and developing methodological approaches to evaluate the
investment nature from state-private partnerships is supplemented.
The scientific-methodological approaches to the public goods reproduction status
research and the main conditions of this process realization in the national economic
system (on the example of the cultural sphere) in the field of using the econometric
modeling instruments, statistical analysis and indexing, systematization of the process
budgetary financing efficiency were formed. The scientific-methodological approaches to
evaluating the public goods production organization foreign experience on the ground of
using the complex indicators and comparative analysis of the fiscal decentralization
peculiarities for Ukraine, EU and certain post-socialist countries have been determined.
The theoretical-methodological approaches to defining institutional factors impact on the
public goods reproduction mechanism have been developed in the field of benchmark
analysis of its evolution, using the complex indicators and determining the econometrical
functions for Ukraine and the certain post-socialist countries.
Structuring the methodological principles and analytical instruments for the public
goods reproduction research; identifying the peculiarities and conditions of the public
goods reproduction in the command-administrative system; scientific approaches to
ground the importance of the institutional shifts impact in the public goods reproduction
system; defining the scientific-methodological approaches of the fiscal exchange
development in the public goods reproduction system; grounding the practicality of using
the program-target method of budgeting to public goods reproduction improvement in the
Ukrainian economy have been further developed in the thesis.
