Public employment policy in transition economies

Annotation

The thesis deals with research of theoretical and methodological principles and
development of scientific and practical recommendations on public employment policy in
transition economies.
Generalized theoretical principles for content and structure of public employment
policy, discovered tasks in transition economies, reflected analytical tools of employment
research, presented the results of evolution of different economic schools and economic
science areas for employment regulation. Peculiar attention is paid to the structural and
logical analysis of the tools of the public employment policy and their effect on demand,
supply of labor and establishment of market equilibrium.
Revealed the influence of GDP, foreign economic activity, external debt, inflation,
privatization and migration processes on employment in transition economies.
Retrospective analysis of the effectiveness of public employment policy in transition
countries in the XX century shows that the Czech Republic has had a successful
experience in deterring high unemployment. The analysis justifies the need for limiting the
size and duration of unemployment benefits, expanding the programs of public
employment service, increasing active employment programs and supporting discouraged
unemployed through programs of temporary employment and part-time work. The relation
between monetary policy and unemployment rate in Ukraine is estimated. Determined the
key operations with interest rate that are to decrease unemployment in Ukraine. The
conceptual approaches in determining the value of expenditures from the state budget in
raising the level of employment of the population have been analyzed. Applied the
correlation-regression model between the size of expenditures from the state budget and
employment rate in Ukraine.
Indicated the requirement for reforming domestic wage system and recommendations
for increasing real wages in Ukraine are provided. The analysis justified the need to
increase the productivity of low-skilled workers, promote scientific and engineering
programs, increase flow of investments and develop human capital through system of
health care, education and culture. Examined the volume and directions of active
employment programs on Ukrainian labor market. Revealed the necessity for
implementing programs of labor rotation, part-time employment and geographical
mobility, as well as promoting engagement rate of unemployed in employment programs
and increasing programs that aim combating high unemployment among young people.
Analysis of fourteen socio-economic parameters allows to distinguish four clusters on the
domestic labor market. Proposed recommendations that are to contribute to the effective
straggle against unemployment in Ukraine.
