There are integrated the conflict and evolutionary approaches to the study of
the problems of financial security in dissertation. The factors of financial security are
selected as research priorities as opposed to the more common approach in which is
focus on the characteristics and types of security. Given this conceptual apparatus of
methodology  financial  security  research  is  systematized,  which  includs  some
important concepts: conflict, competence, threat, transaction financial losses, critical
link,  synergistic  effects.  The  following  research  methods  of  financial  security
problems  are  highlighted:  identifying,  classification,  assessing  of  factors’  impact.
Financial security’s factors are classified and identified the most pressing for Ukraine.
The  financial  threats  for  which  is  paid  special  attention  include:  corruption,
price manipulation, financial pyramids, shadow financial systems, money laundering,
incompetence. There are mathematical models of illegal distribution relationships and
their  impact  on  the  economy,  the  formation  and  collapse  of  financial  pyramids,
allocation  between  legal  and  illegal  sectors  in  dissertation.  Developed  conceptual
foundations of a risk-based approach to identify suspicious financial transactions by
systematizing  of  supporting  features  for  their  classification.  Improved  concept  of
interagency  sharing  knowledge  on  issues  of  financial  monitoring  and  control.  The
system  of  indicators  to  measure  the  competence  of  participants  liquid  financial
markets is proposed.
This  investigation  examines  the  phenomenon  of  corruption  in  the  context of
relationships  with  a  number  of  important  economic  indicators.  It  was  shown  that
competence can be characterized as a constructive activity of society members and
also  as distribution  activities  of unproductive individuals. It  was  found  that  a  high
proportion  of  incompetent  corrupt  officials  adversely  affect  the  level  of
unemployment,  and  their  ability  to  allocate  goods  illegally  reduces  the  level  of
motivation for productive work.
In the dissertation criteria of financial pyramid schemes are considered, which
allows to formulate definitions of these phenomena on base of economic and legal
positions, and to allocate financial pyramids among other types of financial relations.
The model of functioning of a financial pyramid scheme is proposed, which allows to
divide the time of its existence into discrete periods. Through iterations on the basis
of the proposed system of formulas, dynamics of a number of interrelated indicators
of a financial pyramid can be calculated.
Special  attention  is  paid  to  information  and  institutional  factors  of  financial
security’s formation. Public institutions are seen as tested by time and circumstances
forms of solving cooperation’s and conflict’s problems. Emphasized the possibility of
alternative  ways  of  development  of  the  financial  system,  which  argued  by  the
existence  of  illegal  transfer  value  systems  and  Islamic  banking.  The  problem  of
information  incompleteness  of  contracts  and  opportunities  of  it  solution  at  the
example of legislation functioning of bankruptcy is considered.
Indicated  that  primary  factors  of  solving  actual  Ukraine  financial  security’s
problems are relating to economic system’s microlevel, namely the development of
financial  competence  of  individuals,  which  includes  intellectual,  emotional  and
attitudinal components.
