Information on the thesis

The thesis is devoted to the study of theoretical and methodological provisions
and the development of scientific and practical recommendations to ensure the
development of the formation of resources of local budgets of Ukraine in the conditions
of transformational changes. The theoretical and methodological foundations of the
formation of resources of local budgets have been generalized, the author has proposed
their own definitions. The influence of the policy of decentralization of the budget
system of Ukraine on the socio-economic development of territorial-administrative units
has been evaluated. Interrelations of revenues of local budgets with different types of
revenues, intergovernmental transfers, etc. have been identified and analyzed.
It has been clarified that at the present stage of development of the system of
budgetary relations in Ukraine ensuring the effectiveness of management of the
formation and use of financial resources of local self-government bodies is an important
prerequisite for sustainable socio-economic development of the state, effective activity
of economic entities, achievement of macroeconomic and financial stability and
implementation of European integration aspirations of Ukraine. The benefits and risks
of introducing budget decentralization at the local level have been systematized.
The expediency of observance of a certain level of financial provision due to the
balance in the socio-economic development of certain administrative-territorial units
has been substantiated. According to this idea, the functioning of valuable regions is
impossible without the introduction of a number of changes aimed at internal balance
due to the formation of inadequate elements, in the territorial structure, the promotion of
internal and interregional ties, and overcoming the destructiveness of other components.
Therefore, it is appropriate to consider the development of the region as the mode of
functioning of the system, which provides a positive dynamics of indicators of the level
and quality of life of the population due to the sustainable and balanced reproduction of
the social, economic, resource and environmental potential of the territory.
A regression model has been developed to determine the impact of tax revenues
to the local budget on the structure of budget revenues and social funds on the ground in
modern conditions of management. A system of integrated assessment of the level of
financial sustainability of local budgets has been formed taking into account
transformational changes in the country’s economy.
The concept of improving the mechanism of formation of resources of local
budgets and their functioning, which will promote financial autonomy of local
authorities, realization of territorial financial potential, decrease of inconsistency of
level of socio-economic development of administrative territorial units has been
developed.
The author has examined the European experience of development of local
development strategies in view of the possibility of their implementation in Ukraine and
has provided recommendations for their implementation.
The sources of funding for local infrastructure have been considered and the use
of municipal bonds as an alternative source of local budgets has been substantiated. An
overview of the current situation in the market of municipal borrowings in Ukraine has
been conducted. Taking into account the experience of middle-income countries, an
analysis of the risks and benefits of using local borrowing tools to finance the
development of local infrastructure has been analyzed.
Based on the experience of developed countries, it has been stipulated that
various institutions (state, public, private) involved in various forms at different stages
of the development and implementation processes may and should participate in the
development and implementation of the state regional policy. A separate and one of the
most important issues of the formation and effective implementation of the regional
policy of the state is the question of coordinating the tasks and efforts of each of these
bodies or organizations at both central and regional levels.
A number of measures have been proposed to increase the importance of local
budgets in Ukraine with the help of municipal policies, which is an important
instrument of investment and innovation development of territories and a promising
source of filling the revenue part of local budgets.
