Annotation

The dissertation covers the peculiarities of banking regulation and supervision
system functioning in Ukraine.
The author elaborates a definition of the following terms: «banking regulation»,
«banking supervision», «effective banking supervision». Structural model of effective
banking regulation has been developed. It includes four sub-systems: institutional –
judicial, methodological, informational and financial; as well as three structural
components – strategic tasks, performance indicators and general directions of the
effective banking supervision performance that allow to coherently define the gist of the
matter.
In addition, the research project contains a detailed description of the methods and
instruments of bank regulation and supervision, both administrative and indicative. The author analyzes the peculiarities of introductory, preliminary, current and subsequent
controls, which are conducted during off-site supervision and inspections of banks.
The author formulated proposals regarding improvement of the mechanism of the
Ukrainian banking system liquidity regulation based on the procedures of commercial
banks refinancing. The disadvantages of functioning of the mechanism of refinancing and
the possibility of their elimination are identified; these are the following: financial support
should be provided only to solvent banks, and concerning problematic ones – under
personal guarantees of shareholders; reduce the maximum term of refinancing loans up to
30 days; to control the purposeful use of such funds.
To increase publicity and transparency of banks, it is necessary to use public control
over their activities. The conceptual principles of carrying out public control of banks are
formulated. The following components of public control are described in detail: subjects
of implementation, principles, tools and strategic tasks. Properly organized control will
increase confidence in banks, which is a key factor to ensure the effective development,
transparency of the banking sector and protecting the interests of depositors and creditors.
The impact of banks with foreign capital on the domestic banking sector could not
be unambiguously assessed as positive or negative; therefore, it is necessary to regulate the
procedure of introducing foreign investment into the banking system in order to maximize
the benefits and minimize the threats of the domestic banks functioning. It is necessary to
monitor the countries of origin of the capital and regimes of regulation and supervision in
those countries, to analyze financial indicators of parent banks, to introduce a requirement
for the provision of a strategic business plan for at least 5 years.
For a comprehensive assessment of the state of capitalization of banking
institutions, a model was developed using economic and mathematical modeling methods
that will determine the level of capitalization of the banking system for the next period;
and a structural and logical scheme that describes the current state of capitalization at the
macro and microeconomic levels.
The experience of developed countries banking systems was considered and
possibilities of its implementation into the domestic banking system were examined. In
particular, the author conducts the analysis of the peculiarities of European cooperative
banks functioning.
The recommendations and proposals provided in the dissertation will improve the
banking regulation and supervision system efficiency in Ukraine. Its practical
implementation provides the opportunity to ensure the banking sector stability, boost the
confidence of creditors, investors, contributors in the banking system and the regulator.
