Information on the thesis

Based on the theoretical research findings, the thesis offers the unique author’s
interpretation of the state social policy essence and tasks. It substantiates the distribution
of directions in the state social policy implementation according to their social and
economic purpose allowing to establish the distinction between active and passive aspects
of the social policy. Besides, the thesis reveals that in order to implement active social
policy, the state has established the social infrastructure. The author analysed scientific
achievements of local and foreign experts regarding the interpretation of the social
infrastructure essence which allowed providing a more insightful interpretation of the
concept of social infrastructure. The author’s interpretation of the concept of «financial
resources for the development of the social infrastructure» consists in generalising the
theoretical and methodological approaches to the essence of financial resources on the
micro and macro levels.
Fixed assets depreciation dynamics in the industries under study has been analysed.
The thesis also substantiates that the sectoral structure and the level of social services
provision in cities and rural areas, as well as industrial regions of different stages of
development considerably diverge which can bring about socio-economic imbalance in the
regional development of the state. The research findings based on the analysis of the
volume of social expenditures of consolidated, state, and local budgets of Ukraine in the
course of 2004-2017 demonstrate and substantiate a considerable shift of social
expenditures from the state to local budgets. The empirical estimates of the
interconnection between the indicators of the volume of investments from the consolidated
budget of Ukraine in fixed assets according to types of economic activity allowed the
author to establish practical recommendations for the improvement of the state investment
policy in the field of social infrastructure modernization.
The application of the Human Development Index is proposed, aiming to provide
general characteristics of the country’s current state of social infrastructure development.
The research substantiates the applicability of the general factor productivity index in
assessing the efficiency of financial support for the development of social infrastructure,
resulting in new patterns of influence the financial policy has on the dynamics of social
infrastructure development. The thesis also substantiates that the social partnership system
modernisation by means of introducing changes to the existing corporate legislative and
taxation systems is the most reasonable opportunity for attracting private investments to
the development of social infrastructure. The author has developed the algorithm for
attracting various forms of finance which allows pervading dysfunctional sectors and
communal enterprises with different degrees of profitability and unprofitability.
The paper offers the author’s unique conception of forming and using the financial
resources for the development of social infrastructure, which aims at providing the
financial support to modernise and develop social infrastructural industries. The applied
scientific and methodological approach to the analysis of the social expenditures influence
on macroeconomic dynamics in Ukraine is based on the use of differential calculus
instruments.
