The II International Scientific and Practical Conference “Modern Paradigm of Public Administration»

On 12th November 2020 The II International Scientific and Practical Conference “Modern Paradigm of Public Administration was held in Lviv .The event was organized by Ivan Franko Lviv National University (Faculty of Finance and Business Management) together with the National University “Chernihiv Polytechnic”, Lviv Regional Institute of Public Administration under the President of Ukraine, State University “Zhytomyr Polytechnic”, Educational and Scientific Institute of Finance and Banking of University of State Fiscal Service of Ukraine, Center for Adaptation of Civil Services to the standards of European Union.

Due to quarantine restrictions, the scientific forum was held remotely on the «Microsoft Teams» platform. The event was joined by our partners and guests from different regions of Ukraine, Poland, Georgia, Slovakia, Bulgaria and Belarus. In total, more than 100 scientists and managers took part in the conference.

Andrii Hukaliuk, the first vice-rector of Lviv University started the event with welcome speech. “The topic of the conference is extremely important. After all, now in the labor market there is a need for specialists who have exactly the knowledge and skills that we will discuss about today at our online event. I am glad that our meeting is becoming traditional, because it provides an opportunity to improve the system of public administration. I am sure that every year there will be more and more participants of the conference, “Andriy Fedorovych emphasized and wished everyone health and inspired discussion.

The dean of Faculty of Finance and Business Management of Ivan Franko Lviv National University Andrii Stasyshyn mentioned that his faculty is the youngest at University, but for its short history it has become an important center of scientific and educational life in Ukraine « I am proud of the fact that we have already established cooperation with many distinguished and highly-respected colleagues who helped us to organize this conference. I wish us fruitful work, successful discussion, proficient exchange of thoughts and our own ideas, “Andriy Vasyliovych said.

Olga Rudenko, Doctor of Science in Public Administration, Professor of the Public Administration and Management of Organizations Department at “Chernihiv Polytechnic” National University, stressed on the importance of forming up and maintaining close affinity between educational institutions. “Thanks to the active cooperation between our universities, we are now able to launch such a relevant and interesting International Scientific and Practical Conference. I am sincerely glad to see all my colleagues and partners, even on the screen of our gadgets, ”Olga Rudenko emphasized and took over the moderation of the event together with Halyna Kaplenko, who is performing duties of the Head of the  Economics and Public Administration Department and Anna Komarnytska, who is performing duties of Head of the Public Administration and Business Management Department of Ivan Franko Lviv National University .

Within the opening of the conference the floor was given to public authorities, management of higher education institutions and other partners and guests of the event. In particular, to the Vice-Rector for Research of National University “Chernihiv Polytechnic” Victoria Margasova, Deputy Director of the Lviv Regional Institute of Public Administration Andriy Lipintsev, Director of the Educational and Scientific Institute of Finance and  Banking  of University of State Fiscal Service of Ukraine Mykhailo Kuzhelev, Doctor of Economics, Professor, Dean of the Faculty of Public Administration and Law of State University “Zhytomyr Politechnic” Dimitry Hrytsyshen, Yaroslav Koval, Head of the Interregional Department of the National Agency of Ukraine on Civil Service in Lviv and Zakarpattia Oblasts, Olga Kotovska, Head of the Department of Innovations, Distance Learning, Coordination of Higher Education and Science, Vocational Education, Planning and Financial Activities, Accounting and Reporting of the Lviv Regional State Administration, Deputy Head of the Department ,Head of the State Support and Development Department of United Territorial Communities on decentralization and regional development of the Community and Territorial Development Department, Road, Housing and Communal Services, Urban Planning and Architecture of the Ivano-Frankivsk Regional State Administration Lyubov Ostapyak, who wished the participants of the scientific forum fruitful work, creative inspiration, active further cooperation and new scientific achievements.

The participants and co-organizers of the Conference from abroad such as: Doctor of Economics, Associate Professor, Quaestor, the Board Member of DTI University, Dubnica nad Vahom Petr Jakubek (Slovakia); Candidate of Sciences, Associate Professor, Vice-Rector for Quality and Development of DTI University, Dubnica nad Váhom Roman Hrmo (Slovakia); Doctor of Economics, Professor, Speaker of the Council of Representatives of Sukhum State University Larisa Takalandze (Georgia); Adviser to the Rector for Academic Affairs and Research of Sukhum State University David Jalagonia (Georgia); Doctor of Economics, Associate Professor, Head of the Department of Science, Shota Rustaveli Badri Hatchbai State University of Batumi (Georgia); Ketevan Goletiani, Doctor of Technical Sciences, Professor, Dean of the Faculty of Logistics of the Batumi School of Navigation (Georgia); doctor of engineering,  the community viyt of the Polish city of Hromadka Dariusz Pawliszek (Poland); Doctor of Technical Sciences, Professor, DrHC multi, Representative of the Rector of Akademia Kaliska in Kaliszu Wojciech Slomka (Poland) spoke at the event presenting the materials on current issues of modern public administration and outlined the prospects for cooperation in this area .

It is important to mention that the activities of the International Educational Platform “Update” were presented at the conference, in particular the possibility of international internships on “Today’s Globalization Challenges “. Olena Pometun, the co-founder of the “Critical Thinking” educational platform, revealed the content and relevance of the topic “Innovative methods of teaching in higher education in the context of globalization.”

After the scientific formal ceremony the participants moved to the plenary session and discussed the problems of public administration and civil service. In particular, the researchers reported with presentation materials and discussed current issues of theory and practice of public administration (Professor Ivan Parubchak, Professor Borys Karpinsky), public administration in Ukraine and generally in the world (Professor Victoria Sychova, senior researcher Natalia Ringach, Professor Volodymyr Bulba, Associate Professor Ihor Kozyura, Professor Iryna Kveliashvili, Associate Professor Larysa Kushinska). There were discussions on different topics such as: the trends in socio-political and socio-economic state development, the results and prospects of administrative authority digitalization, development of  e-government (Associate Professor Irina Nikolina), improving the quality of research and combining efforts vectors of higher education institutions, research institutions, authorities and local self-government, business structures and the public in order to find common effective approaches to solving current problems and implementing their results in the public administration practice.
