Information on the thesis

In the dissertation the theoretical and methodological foundations are formed and
practical recommendations on priorities and instruments of development of the
agrarian sector in the system of ensuring of the economic security of Ukraine are
substantiated. The hypothesis that an effective state agrarian policy has the effect of
strengthening the economic security of the state is argued.
Theoretical characteristics have been formed and peculiarities of functioning of
the agrarian sector in ensuring of the economic security of the state have been revealed.
It is established that the agrarian sector is a sector of the national economy with
internal structural-functional components and sectoral subcomplexes (crop, livestock,
related industries), the functioning of which lays the foundation for sustainable
economic development through enhanced food security, increased export potential of
agricultural products and improved socio-economic status of rural areas. Its place in
the system of ensuring of the economic security of the state is identified by levels
(macroeconomic, regional, sectoral, microeconomic, nano) and by material and
technical factors of production (productive forces, economic relations, development
of scientific and technological progress).
Determinants of the influence of the state agrarian policy and the results of
functioning of the agrarian sector on the economic security of the state are identified.
In order to reconcile the relationship between the state agricultural policy and the
system of ensuring of the economic security of the state, conceptual provisions have
been developed in which the economic security of the state is ensured by such
components of the state agrarian policy as conceptual characteristics, objects and
subjects of regulation, goals, principles of management and conditions,
implementation. Methodological foundations are developed and approaches to the
typology of threats to the functioning of the agrarian sector in ensuring of the economic
security of the state are formed.
The current state, tendencies, sectoral and regional peculiarities of functioning
and development of the agrarian sector of the Ukrainian economy has been diagnosed.
It is argued that the current state of functioning of the domestic agrarian sector of the
economy does not correspond to its economic and natural resource potential, which
affects the economic security of the state. An integral evaluation of the development
of the agrarian sector of the Ukrainian economy has been carried out and its impact on
economic security has been determined. The effectiveness of state agrarian policy in
the context of ensuring the economic security of the state is analyzed.
The modeling and forecasting of the development of the domestic agrarian
sector of the economy are carried out. Priority directions of formation and realization
of potential of agrarian sector of national economy are substantiated. The elements of
institutional support for sustainable development of the agrarian sector of the economy
are identified. Measures are proposed to harmonize the parameters of development of
the agrarian sector and to strengthen the food security of the state. The means of
formation of financial and investment-innovative support of development of agrarian
sector in the system of economic security of the state have been developed. The
instruments of realization of the export potential of the agrarian sector in the system
of foreign economic security of Ukraine under the conditions of European integration
are substantiated.
