Information on the thesis

The dissertation is devoted to the development of theoretical bases and applied
recommendations for improving the financial support of innovative amplification of the
Ukrainian economy. The conceptual foundations are grounded and the theoretical
principles of innovative economic development are revealed.
Definition of terms ,,innovative development”, ,,financial support of innovative
development”, ,,financial system of innovation development”, ,,financial potential of
innovation development ” are improved. In particular, ,,the system of financial support
of innovative development” is considered as a set of economic relations of a regulatory
and contractual nature concerning the formation and the use of centralized and
decentralized financial resources with an innovative purpose; ,,the financial support of
innovative development” is defined as a set of financial relationships resulting from
tools, methods and levers of influence on the processes of development of innovative
activity in order to search, attract and effectively use the financial resources necessary
for economic growth and the construction of an innovative society. The main blocks of
factors affecting on the innovative development of the Ukrainian economy are
identified – exogenous and endogenous factors in relation to the national economy. It is
concluded that institutional and legal support of innovations in Ukraine is in a state of
significant organizational and regulatory changes. An effective mechanism of state
influence on providing innovative development of the national economy are legislative
stimulation of innovative activity and the creation of favorable institutional and legal
environment for the high-tech branches of economy. It was found that the innovation
process is impossible without the main participants: science, business and the state.
Structural-functional analysis of financial support of innovative development in
Ukraine is carried out and its features are highlighted. The three components of the
system of financial support of innovative activity in Ukraine are distinguished: state
financial institutions, financing objects and non-state agents.
Diagnostics of financial support of innovative activity at the national and
regional levels of economy is performed. It is concluded that it is inappropriate to
apply tax incentives to stimulate the development of the innovative component of
the economy in the conditions of instability of the financial sphere and the chronic
budget deficit of Ukraine. Indicators of innovation activity of three regions of the
western region of Ukraine show the outflow of foreign investments and the passivity
of domestic investors. Financing of innovation activity is slow due to the complex
political and economic situation, imperfect legislative framework on the one hand,
and the complexity of the process of organizing the implementation of innovations –
on the other hand.
Vectors of the innovative development of the national economy financial support
improvement are determined. The influence of innovation costs on the macroeconomic
indicators of the national economy is investigated. A model for assessing the level of
effectiveness of financial support for the innovative development of the Ukrainian
economy based on the use of elements of the theory of fuzzy logic has been developed.
The concept of improvement of financial support for innovative development of the
national economy with the consideration of foreign experience is suggested. Goals of
the concept are to fund R&D by means of innovative sources, activation of scientific
and technological progress, stimulation of the innovative development of the national
economy. Implementation of this concept will increase the competitiveness of
domestic enterprises and will allow to achieve innovative, economic, ecological and
social effects.
